    I am having the same problem. my system : asrock z370 pro4 + i7 8700. cpu clock is low when windows 11 hyper-v is on, it shows normally in windows 11 task manager. Windows 10 Hyper-v on/off, Windows 11 Hyper-v off = no problem.
