Ok,
That was the bloody Windows 11, despite the fact Virtualization was disabled at BIOS level, Windows still had it enabled:
Finally its back to as it should be, this affecting QC game massively.

But this means I won't be able to use Docker for work in regards the Hyper-V virtualization right?

I am really frustrated as checked all possible settings, my system is fully watercooled:
OS: Windows 11
Motherboard: Aorus Z390 Master G2 edition
Memory: Veneance RGB PRO 3600 mhz 32x2
Manufacturer: Hynix
16 Gb M-Die
Revision: 0000h / B0 (8 layers)
GPU: RTX 3080 Ti
CPU: i9 9900k
System is clocked to stable 5GHz with base clock 100mhz, 50 multplier.
Memory been trying to run XMP profile enabled, disabled, clocked to 3950 maximum with voltage set to 1.46, the latency always from 340+460
