That's the DLL for libusb. LibUSB is a low level USB driver which allows userspace applications to directly connect to USB attached hardware. Normally, this is installed automatically by Windows when you plug in the target USB device, as there's a set of relevant fields in the USB descriptor. I'd try attaching the device to libusb using zadig.
