I cannot move the image that I am going to use for the background to the back-most layer. HELP

I have my sensor panel that I am working on, and just was going to tweak a few things with the background, and so I deleted the background i had and then uploaded the edited one, and now it is on the front layer of my panel and it is very frusurating to me because the background is what made the sensor panel look good and it is what put it all together, so if i could learn how to move it to the back layer that would be amazing. thanks. if its  not possible to change... thats dumb and you guys really need to add that feature.

Highlight the img file and move up or down

I tried to do that and it didnt work.... do i have to apply it or save it or something?

If you move the image to the top of the list in sensor manager panel that should work
