Possible to run a BAT file based on Power (Watt) value?

Good morning mates, currently I am running a headless system which I'd like to pay as little attention as possible.

Would it be possible to obtain the value from AIDA64 (e.g. the CPU power consumption), 

say for instance, whenever it is over 80w, run a BAT file that would close a certain application?
