5 "screen stays lit in yellow when I turn on the pc, after having been off for a while

I have a 5 "screen for monitoring as a secondary screen that works perfectly. But when I turn off the pc, and at the same time I turn it on, the screen remains yellow and windows does not recognize it. I disconnect the hdmi cable and reconnect it and returns to work.
Does anyone know what is going on?
