What the heck is +3.3V standby voltage?

Shouldn't this be +5V standby ? All the PSU testers I've seen have measuring of the +5V standby voltage, but no 3.3V standby.

I ask because rcently I bought new PSU (Thermaltake Toughpower iRGB plus 1250w titanium) and noticed that on my Aida64 sensor panel the +5V standby line was empty. Instead I found +3.3V standby from sensor readings. Weird. I've searched few reviews and also the Thermaltake product page and they all talk of +5V standby voltage.

Is my brand new PSU faulty?

Another suspicious thing - the motherboard's LEDs won't stay on when I switch off the PSU from the switch. Usually the LEDs on MB should stay on for about 30 seconds, but not with this PSU - this is the first one in my life that turns off everything instantly. (And I've had many)

Also - sometimes my PC has restarted out of the blue. It's rare and happens randomly, not under load.

 

 

Maybe it's all normal and I'm just worrying for nothing ?  Maybe the random restarts are not PSU related ?
