PowerColor Reaper 9070XT Showing As Two GPUs (Not iGPU)

So I went to stability test my PC (driver times out at any setting, but continues to run the test?) and I saw that I had two GPUs showing in AIDA. The 9070xt would show as GPU1 and GPU2, but now shows as GPU1 and GPU3. I went and turned ON my iGPU, which was already disabled, to see if that would show up too, and it did as GPU2. I've messed with MPO, TDR, ULPS, HAGS, etc, but nothing fixes the initial driver crash, and I'm confused as to why my 9070xt is showing as 12mhz, 1CU, Driver 1.1.0.

Does this have something to do with AI cores? I'm really confused.

If anyone has any info on this I would really appreciate it. Thank you!

Also the driver only times out in AIDA, so I'm not too concerned about that.
