Second monitor only works after shutdown - AIDA64 Sensor Panel

Fairly new to all this so bare with me. 

I have AIDA64 running with a sensor panel linked to a small 5" 800x480 HDMI display. This is set up as a second display and in the "Extend desktop" from my 34" Predator. 

I have the Sensor Panel fixed size of 800x480 and I have it locked on screen position over the small 5" screen such that everything is working perfectly with my main display, and all temps etc from the sensor panel on the 5". AIDA64 is set to open on start up, which it does perfectly. 

What I have noticed though, is that the 2nd monitor (5" display) will not work on a restart until I unplug and plug the monitor back into the GPU. For example, if I install some software etc that says "would you like to restart now" if I do this it will not work, the screen is simply blank with no wallpaper etc. If however, I choose to do a full shut down, and then press the power button on the computer again, everything works fine, the small 5" monitor appears straight away, and the Sensor Panel appears once AIDA64 is opened by windows automatically. The same is true for entering sleep mode, and waking the computer, the screen works perfectly. 

 I understand this is probably NOT AIDA64 induced at all, and more of a GPU/Display settings issue, but perhaps someone here has had a similar problem and knows what the solution is. 

Specs are:

9900k / Z390 Aorus Master / RTX 2080ti / 32gb HyperX 4000mhz / Corsair HX850i / Custom Built EK watercooling

I may not be able to help you, but I have a quick idea: maybe you can connect the display to a different port on your video card?  Maybe even an available DisplayPort output using a DP->HDMI converter?  This may not make any difference, but it may worth a try...
