.rar is a compression format like .zip, just search for a program that will uncompress .rar and the sensor panel file will be inside.

What you need to do is to enter the edit mode of the sensor panel gauge by right clicking it and select modify. It may be using a sensor that is not available on your PC.

Very nice panel! I really like the layout and the color scheme. Thanks for sharing it even though my panel is 1920 x 480 and I can't use it!

Just select custom gauge in the sensor panel to use custom gauges.

Those skins require the program Aida64 and it needs to be purchased. You are using the trial version that limits full functionality. You can buy the full version here. https://www.aida64.com/online-store

Click start, type DISPLAY and open Display Settings then on that page look for Scale & Layout then click on Display resolution.
